I think I have found the problem, it's because when changing the armor type, this mod literally only change the armor type of the equipment. If you install Lazytools, you can change armor ratings and armor type, based on what you're wearing. (that is, It only acts on items currently. may not be appropriate for all ages, or may not be appropriate for viewing at work. Don't warn me again for The Elder Scrolls V: Skyrim Special. You could load the mod into SSEedit, find the record in the Armor section and then change a few things. I think you'd need to change the armor type to clothing instead of light armor or heavy armor.
